WAS NUTRI-BUN A PROJECT OF PRESIDENT MARCOS OR THE USAID?

Sabi ng cRappler na pinamumunuan ng “Fake News Queen” na si Maria Ressa, hindi raw kay President Ferdinand Marcos ang Nutri-Bun Program sa Pilipinas noong 1970s kundi ito ay mula sa United States Agency for International Development (USAID). ANO ANG TOTOO? 

Nag-post kasi ang isang nagngangalang Richard Camarinta Dy noong Sept. 10, 2017, sa social media ng ganito: “Salamat Apo! Korap daw pero napapakain ng libre ang mga bata noon sa eskuwelahan. Korap daw pero linggu-linggo may supply ng kakainin sa paaralan. Salamat Pres. Marcos... dahil binusog mo ang mga kabataan noon, at may disiplina sila noong panahon mo. Salamat Pres. Marcos dahil alam namin na yung pera ng taong-bayan noon sa magagandang proyekto napunta na hanggang ngayon ay napapakinabangan namin...” 

Rappler screen-captured and tagged the post as “HINDI TOTOO” (FALSE) and did the same to all others who have been stating their experience about this online.

The resulting reportage was picked-up by various news providers, which didn’t even bother to do their own independent research. There's no question about the Marcos infrastructure projects still benefiting the Pilipino people until now; they're concrete example of the great achievements of that era. But let us check this fact-checker's claim.

 

I asked a friend who is working in Washington D.C. to help me do some research on this. It was just a few days ago when I received the information he gathered at his end.

Here’s a summary of our findings: Although USAID did provide food assistance to countries like the Philippines, the concept of the so-called “Nutri-Bun” was develop through the initiative of First Lady Imelda R. Marcos.

In a government study in 1968, the Philippines was having malnutrition problem among young children. With the help of Thomas M. Hahn Jr, then Virginia Tech (VT) president and husband to Margaret “Peggy” Lee, a close friend of Madam Marcos, a research team was send to the Philippines to study the malnutrition problem and develop a solution. That’s when the Nutri-Bun came into being.

VT developed a “fortified bread” specifically to address the problem. The bread was baked in a rounded form, and the First Lady called it “Nutri-Bun” because “it looks more like a bun (like the local pandesal or monay, only bigger, tastier and denser) than a regular rectangular bread.” In a sense it was the first lady and her staff (who helped the VT team), which coined the term “Nutri-Bun.”

The next step was constructing facilities were the Nutri-Bun could be mass-produced, such as bakeries inside school campuses, and engaging commercial bakeries which can deliver huge production. The government started importing wheat flour, at the same time tried to source out local materials that can be used as ingredients for the dough.

Starting with the school year 1970, the First Lady’s plan was to distribute the bread to schools and communities throughout the country for children to partake. On its pilot program, around 30 million Nutri-Buns were given to 200 thousand children from Grade 1 to 6 for the school year 1970-1971. It was a success.

Following this achievement by the Marcos government, the USAID incorporated the VT-developed “fortified bread” (a.k.a. Nutri-Bun) in its “Food for Peace” program starting in 1971, when it was officially called “Nutri-Bun” in international parlance.

In July-August 1972, the “Great Flood” engulfed much of Luzon. Bakeries shifted their deliveries of the Nutri-Buns from schools to flood-devastated areas. They, however, could not sustain the huge production demand. Here’s where USAID entered the scene. Owing to Madam Marcos’ initiative in the development of the fortified bread, the Philippines started receiving USAID food assistance in the form of Nutri-Buns. PLEASE NOTE THE TIMELINE!

Take note also that there were two kinds of Nutri-Buns being distributed at the time: Those baked in the Philippines were fortified by monggo beans while those donated by USAID were milk and soya-fortified.

In 1975, the Philippines develop its own food technology and the government took over the production of the bread anew. They improved the Nutri-Bun, by adding ingredients like moringa (malunggay), banana, micronutrients and protein to the dough mix. By 1979, severe malnutrition among young children in the Philippines was reduced to less than a quarter of a percent.

When the program was stopped during the Cory Aquino regime (1986-1992), severe malnutrition among children again went high in the Philippines. Intermittently, for the next decade, Nutri-Bun was again made available to public school children. In was only in July 2020, under President Rodrigo Duterte, that the full production of Nutri-Bun was again instituted. This time sweet potato (kamote) and squash (kalabasa) was added to the dough.

 

Now, a certain Nancy Dammann, media advisor of some sort to the USAID claimed in her 2003 memoir that the “Marcos administration pulled off a treacherous act” during the 1972 flood when “the nutri-bun bags were being stamped with the slogan ‘Courtesy of Imelda Marcos – Tulungan Project.’” Clearly, either she made a mistake or merely doing black propaganda. Did she intentionally removed “USAID” from the phrase? The phrase was COURTESY OF IMELDA MARCOS – USAID TULUNGAN PROJECT! This was the Nutri-Buns being air-dropped at the flooded provinces. Furthermore, the ones being given to schools were not packed, so there were no markings there.

So, tama si Richard Camarinta Dy, at palpak na naman ang cRappler dahil half-truths lang ang ibinahagi nila! Marami ring nakuryente sa paninirang ito! Sen. Francis Joseph “Chiz” Escudero said it right! And the surveys numbers didn’t change, it even increased in favor of Bongbong Marcos! With just 2 months before election, it can be concluded that BBM already won the presidency! Of the political analysts, only a bogus, an idiot, or a paid sycophant would say otherwise.

Sen. Escudero is a friend of BBM, although he’s a guest candidate of the Pinkwaks/Laging Palpak (LP). His father, Salvador Escudero, was once a trusted member of Pres. Ferdinand Marcos’ cabinet. His wife, Heart Evangelista (Ongpauco), was mentored by Sen. Miriam Defensor-Santiago, who was BBM’s running mate in the 2016 Election.

Hmm... Okay, for the lack of good senatorial candidates, I will include him in my list. You can thank BBM for that.

        On March 11, 1947 (exactly 75 years ago), under American colonial rule, the parity Amendment to the 1935 Constitution was approved, a scourge in our history. This amendment gave parity or equal rights to Filipinos and Americans in the exploitation of natural resources in the Philippines. With the approval of the amendment, the Bell Trade Act became
effective and the Military Bases Agreement was also signed. This American exploitation of our sovereign birthright plunged us into the quicksand of stagnation and thwarted our growth as nation.

        The US military bases in the Philippines established through the Parity Agreement also started the so-called “mendicant foreign policy.” Interesting to note that it was the Liberal Party’s Pres. Manuel Roxas who initiated this policy. Claro M. Recto and Jose P. Laurel opposed it. President Roxas even made a public speech of loyalty (according to Recto, more like subserviency or sycophancy), “kissing the American anus,” at the Kelly Theater on April 15, 1948.

        President Duterte is being lambasted by rightist and oligarchic elements for having an independent foreign policy. That is, a foreign policy not solely, mendicantly, dependent on the U.S. He is, however, not the first president to do so. In 1975, then First Lady Imelda Marcos went to Cuba. She learned from Fidel Castro that “after 30 years, any lease agreement between sovereign nations concerning land occupancy becomes permanent, and may only be abrogated by mutual consent.” This was based on Cuba’s experience regarding the Guantanamo Naval Base. That is how the base inside Cuba became US property. Since sovereignty was absolute within the premises of the said base, and the lease agreement cannot be unilaterally terminated. Upon obtaining this information, she immediately told President Marcos knowing fully its parallel consequences on Clark Air Base and Subic Naval Base.

        After the abolition of the 1935 Constitution, and the ratification of the 1973 constitution during President Marcos’ time, subsequent amendments and provisions thereafter was made and the military bases became renegotiable every five years. This made it possible for the Philippine Senate under Jovito Salonga to vote for the removal of the bases in 1991. Pres. Cory Aquino was for the status quo. In reality, it is Marcos that we should thank, for the removal of the US military bases. Senator Salonga, for his part, paid a dear price for disobeying President Aquino. He was voted out as Senate President and his financial backer in the business community withdrew their support for his presidential bid.

        Aside from this, current brood of students of activism should also know that it was during the Martial Law era that Claro M. Recto’s dream of cutting the chain of “mendicant foreign policy” became a reality when we finally established diplomatic relations with China and Russia.

        We owe it all to Recto’s dream and Marcos’ act of defiance against the US. Indeed, it was the foremost reason, more than the alleged charges of abuses he committed, why Pres. Marcos was stabbed in the back by “Uncle Sam” and forcibly removed from office.

THE PILIPINO YOUTH FOR BBM!

The Pilipino youth, Millennials, Generation Z, students, first time voters, prefer BBM to be the President of the Philippines after the May 9, 2022 Election. This was according to the Pulse Asia February Survey, where BBM was the overall choice with a 60% to 15% advantage over its nearest rival, Leni Robredo.

He got the highest preference vote percentage among the youth age groups, which constitute 56% of the people surveyed. Among the age 18-24 group, BBM garnered 71%, while in both the ages 25-34 and 35-44, he both got 63% of the vote.

This can be said as a final nail in Robredo’s political coffin, as all her strategists were wrong in hoping to get the young generations on their side.

Yung sa Pasig rally na kini-claim nila na 137K raw ang um-attend, breaking the record of 120K by the BBM Caravan in Quezon City, impossible po yun. Proof: If you divide that number by the land area, which is around 10,246 square meters (based on map baseline area estimate), you get 13 to 14 persons per square meter. Wow, that’s like putting 14 sardines in a can. You need to break every bone in each of the person’s body to do that. The realistic estimate is around 21K.

On the other hand, the estimate of 120 to 125K for the Q.C. UniTeam Caravan was based on a 2 person per square meter area stretching several kilometres of highway plus the Q.C. Circle.

“I HAVE TRAVELLED ALL OVER THE WORLD, AND I HAVE NOT MET A BETTER PEOPLE THAN FILIPINOS” – Ferdinand “Bongbong” Marcos Jr (March 26, 2022)

It seems the presidential candidates that were accusing BBM of not wanting to attend public interviews and debates were all absent in the SMNI Presidential Interview (March 26). Why? Probably because they only want interviews that have advance questionnaires, and are fearful that they will be caught groping for answers in an impromptu discussion.

Having said this, my friends in the foreign press who watch the SMNI Interview were amazed and impressed of how BBM answered the questions given by the panellists, especially the last of three questions coming from Prof. Clarita Carlos: “If he was a Machiavellian..., in terms of taking every means to produce and end?” One of them, from Singapore, even said that “the young Marcos has achieved his father’s level of statesmanship.”

Here is BBM’s answer: “Certainly, we have to be aware of everything that is going to help whatever it is that you are hoping to achieve. And on the national scale, that means you have to understand very well what the situation is on the ground..., I suppose in the same sense... it’s a way of being careful, and being very, very knowledgeable about what are the things that have to come into play, so that you will achieve success — whatever that success, however you define that success. So in that sense, ma’am, yes I am a Machiavellian.”

Now, my cousin as me asked, if Leni, Isko, Lacson, Pacquiao, Leody & the other candidates were asked the same question, how would they answer. Well, I can only speculate. Perhaps Lacson, Leody, Abella, Montemayor & Gonzales would be able to answer it, albeit, in different contexts. But Leni, Isko, and most especially Pacquiao? They’ll going to pee and shit in their underwears, and probably bubble some unintelligible sentences.
