Westerners
call April 1 as April Fools’ Day. It is said to have originated in an English
fable titled “Chanticleer and the Fox” (c.1200), which was adapted in “The
Nun’s Priest’s Tale” (c. 1390) by Geoffrey Chaucer.

FOREIGN POLICY
From
the Philippine Free Press April 15, 1989 issue, glimpses of President Ferdinand
Marcos’ Independent Foreign Policy. That is, a foreign policy not solely,
mendicantly, dependent on the United States. It was Claro M. Recto’s vision;
Marcos implemented it, and President Rodrigo Duterte continuing it.
On
April 1972, President Marcos initiated the establishment of diplomatic
relations with socialist countries of Asia and Europe, which led to progressive
trade relations and cultural exchange programs. This in turn marked the end of
the Philippines’ period of mendicant policy in foreign affairs and the
beginning of a new era of self-reliance. Recalling history, Marcos went to
China in June 1975, where Chairman Mao Zedong shook his hand and told him “You
must lead the Third World.” The following year, he visited Moscow and
established diplomatic ties with Russia.
Iyan
din ngayon ang ginagawa ni PRRD. Iyan ay ginawa upang hindi tayo maging
“mendicantly dependent” (pulubing pasusuhin) sa mga pakialamerong Kano. Dahil
din diyan, nawalan ng funding ang CPP-NPA-NDF, at unti-unting nalusaw ang
kanilang kilusan. Sa halip ang mga tulong na financial ay naging
government-to-government, at kung titignan mo yung mga military hardwares na
galing sa China at Russia, pulos “brand new” na hindi tulad sa bigay ng mga
Kano na pinaglumaan na nila at Vietnam vintage pa kaya kapag nabaril lamang ng
carbine eh bumabagsak na yung helicopter. Tapos ibabaon sa utang ang Pilipinas
sa pagbili ng mga spare parts.
Hindi
naman nangangahulugan na dahil nakipagkasundo tayo sa China at Russia eh
komunista na. Sa totoo lang, naging “neutral” tayo. Malayong mabuti ito kaysa
ginawa ni Ninoy Aquino. Nagtrabaho siya bilang secret informant para sa US
State Department at CIA. Nagsimula siya sa gawaing ito bilang media
correspondent sa Korean War. Naging ahenteng ispiya siya ng mga Kano sa
pamahalaan ni Pres. Magsaysay habang nakikipag-usap kay Luis Taruk, pinuno ng
Partido Socialista ng Pilipinas. Nakipag-kutsabahan din siya sa CPP-NPA sa
pagbomba sa Plaza Miranda, at tinangka nilang ibintang ito kay Pres. Marcos,
pero nang lumaon ay natuklasan ni Sen. Jovito Salonga na si Ninoy at si Joma
ang may plano ng bombing. Pero ang hindi alam ni Joma, binigyan ng CIA si Ninoy
ng go-signal. Ito ay upang magkagulo at matanggal nila sa puwesto si Pres.
Marcos. (Nagtrabaho ako bilang freelance researcher para kay Sen. Salonga noong
siya ay head pa ng PCGG) Labis lang ang pagka-loyal ni Sen. Salonga sa Liberal
Party kaya isinama na lang niya hanggang libingan ang mga sikretong natuklasan
niya.
Sa mga kasalukuyang students of activism, dapat na niyo ring malaman na sabug-sabog na ang kilusang CPP-NPA-NDF. Wala na silang tinatanggap na pondo mula sa China at Russia, kaya nag-shift na sila sa political opportunism at terrorism. Ito ang mga Neo-Communists na nahati pa sa 2 factions. Ang mga kumikilala pa rin kay Joma na sa kasalukuyang eleksyon ay nakapanig kay Leni Robredo, at ang mga “rogue” na tinatawag ding Pseudo-Communists na nakipag-alyansa naman sa kampo ni Isko Moreno. May “unholy” alliance ring nagaganap sa pagitan ng mga Neo-Communists at ng US Democrat Bloc kung saan tumatanggap sila ng pondo. Pagtatakhan ba kung ang mga gamit nilang armas ngayon ay M16 at M203 sa halip na Ak47s.

Jesus T. Tanchanco, ang Minister of Food at punong-tangapangasiwa ng National
Food Authority (NFA) nang panahon ng administrasyon ni Pangulong Ferdinand
Marcos. Sa kaniyang pamamahala, matagumpay na naipatutupad ang price control ng
mga pangunahing bilihin katulad ng bigas, harina, asukal, atbp. Napanatili ring
sapat ang produksyon ng staple food na bigas at mais ng bansa na hindi na
kailangang mag-angkat pa, bagkus ang Pilipinas ang siyang nagbibili ng sobrang
aning bigas at mais sa mga kalapit-bansa natin.
The
Philippines was able to attain self-sufficiency in rice production in 1976, and
was able to export rice from 1977 to 1981, during Pres. Marcos’ administration,
despite the fact of inheriting a rice crisis from the previous administration.
Based
on World Bank data, the Philippines’ Annual Gross Domestic Product grew from
5.27 billion dollars in 1964 to 37.14 billion dollars in 1982, and Philippine
GDP per capita more than quadrupled from 175.9 dollars in 1964 to 741.8 dollars
in 1982, the second highest in Philippine history. Though it fell to 568.8
dollars in 1985. This despite many compounding factors, including extremely
high global interest rates, severe global economic recession, and significant
increase in global oil price, which affected all indebted countries in Latin
America, Europe, Asia, and the Philippines was not exempted. All in all
notwithstanding the 1984-1985 recession, GDP per capita grew at an annual rate
of 5.8 percent. Indeed, according to the U.S. based Heritage Foundation, the
Philippines enjoyed its best economic development between 1972 and 1979. The
economy grew despite two severe global oil crises in 1973 and 1979. World Bank
data also show that Philippine Agriculture, crops (rice, corn, coconut, sugar),
livestock and poultry, and fisheries grew at an average rate of 6.8, 3.1 and
4.5 percent, respectively, from 1970 to 1980. During the Marcos’ Green
Revolution, the annual rice production in the Philippines increased from 3.68
to 7.72 million tons in two decades and made the Philippines a rice exporter
for the first time in the 20th century. Mathematics doesn’t lie. No other
president before or after Marcos was able to achieve this.

Noong
Abril 28, 1972, ang portraitist at landscape painter na si Fernando Amrosolo ay
ginawaran ng National Artist Award, ang kauna-unahan sa kasaysayan.
The
National Artist Award was created by Pres. Ferdinand Marcos (Proclamation 1001)
through the efforts of First Lady Imelda Marcos and her patronage of the Arts.
Yet some of the awardees publicly malign and insult the former president and
first lady saying it is regretful that they were responsible for the creation
of the award. This goes without saying that they did accept the award and all
benefits and remunerations that goes with it. If they are so regretful, then
they should have returned it.
If
they are not previous awardees and just mere “critics,” then their words are
not worth any response. They are few in number, and getting fewer and fewer as
the nation continues to recognize the unveiling of the buried truth. That is,
what they called as bringers of democracy are the ones who destroyed it; and
what they called a dictator, was in reality, the one who tried to save the
nation from communists, fascists, imperialists and oligarchs and, in the
process, these evil groups joint forces to unseat him.
These
“critics” are not critics, per se, but discord-mongers trying to get attention.
Today, these same people could not accept the fact that the great majority of
the Pilipino people support Bongbong Marcos (BBM), so they are using every form
of media to continuously try to discredit him, sow fracas to create unfounded
criticism, at the same time trying to build up the reputation that had become
foul and shitty! How dire and pitiful of them.
In
an article published online, “Stop Saying that Artists Thrive During Martial
Law” (2018) by a certain Zofiya Acosta, it was claimed that “the Marcoses liked
artists who made them look good, but did not care about art.”
One
item she pointed out was the case of the 1976 National Artist for Literature,
Nick Joaquin. It was claimed that Joaquin was coerced or even force to accept
the National Artist Award so that his friend Jose “Pete” Lacaba would be
released from prison. This was supposedly done to make the Marcos government
looked good. While the circumstances maybe correct, the premise made was wrong.
The condition for releasing Lacaba was not imposed by the Marcos government. It
was a request made by Joaquin to First Lady Imelda Marcos. I was able to
confirm this when I interview Mr. Joaquin for an article I was writing about
“National Identity” in 1990. In the first place, why would the government give
an award with such internecine imposition. It’s plain foolishness.
Furthermore,
in the book, “Telic Contemplation: A study of Grace in Seven Philippine
Writers,” it was alluded that Joaquin was excluded as speaker from any cultural
events after receiving the award. Again, untrue!
Isa
pang interesting item na gusto kong idagdag ay ang unang issue ng Philippine
Graphic (June 18, 1990).
Ang Philippine
Graphic ay isang lingguhang magazine na lumabas, tandaan natin, noong
panahon ng rehimen ni Cory Aquino. Ito ay pinatnugutan ni Nick Joaquin, na siya
ring sumulat ng isa sa mga pangunahing artikulo ng magazine na “Marcosian
Flashbacks.” Mababasa rito ang mga tudling (columns) ng mga batikang manunulat
na sina Adrian Cristobal, Luis Beltran at Julie Yap-Daza.
Nais
kong pagtuunan ng pansin ang kakaiba larawan sa cover ng magazine na ito: Isang
nakabiting babae na nakatali ang magkabilang kamay; nakatingala ang ulo na
manapa’y pugot na idinugtong sa ginilitang leeg; litaw ang kaliwang suso; at
may sanggol na tila nakalutang sa ibabaw ng kaniyang kandungan, na sa ulo nito
ay umiibis ang hilagyo ng anyong-kalapati. Nakaladlad sa likuran niya ang
watawat ng Pilipinas. Mapapansin na ang pulang bahagi ng watawat ay nasa
kaliwang panig na sumasagisag na nasa katayuan ng digmaan ang bansa. Sa likod
nito ay ang salisalimuot at sangang-sangang paglalarawan ng iba’t-ibang mukha
ng kahirapan at pakikibaka. Pinamagatan itong “Kalayaan: Isang Nanganganib na
Mapuksang Nilikha” (Independence: An Endangered Species). Ayon kay Joaquin, ito
paglalarawan ng kaganapan noong panahon ng rehimeng Aquino.
Isa
pang nais kong ituwid ay ang mga kritisismong ibinato sa Unang Ginang noong
parangalan siya bilang founding chairman ng Cultural Center of the Philippines
sa kanilang ika-50 Anniversary noong 2020.
Ayaw
ng mga maka-dilawang kritiko na tawagin si Ginang Marcos bilang “Patron of
Philippine Arts.” Ito sa palagay ko ay dikta lamang ng pulitika o kung hindi
man, katulad ng sabi ng 2001 National Artist for Literature, Francisco Sionil
Jose, “they are just deep-green or, should I say, deep-yellow in envy.” Inggit
lang, walang ng iba!
I
remember what my mentor, Alejandro R. Roces, former Secretary of Education and 2003
National Artist, said: “We owe to her (Imelda R. Marcos) the flourishing of
Philippine Arts.”

On
April 29, 1980, the Lungsod ng Kabataan (City of Children), a modern children
hospital and healthcare complex was inaugurated by then First Lady Imelda R.
Marcos.
Inspired
by the 1979 International Year of the Child theme “Mankind Owes to the Child
the Best it has to Give,” Pres. Ferdinand E. Marcos signed P.D. 1631 on August
10, 1979, establishing the Lungsod ng Kabataan Children’s Hospital. On June 23,
1980, under then the Minister of Human Settlements, First Lady Imelda R.
Marcos, the hospital first opened its doors to commence delivering expert
healthcare to children. Lungsod ng Kabataan is described as a “Wonderland for
Children.” Thus, inside the hospital, the child is greeted by colorful,
educational, cultural and historical murals that line its corridors. The rooms
have various fancy beds designed as jeepneys, fire wagons, speedboats, and
slippers or bakya. This aims to make the child’s hospital stay a soothing and
comfortable experience, as well as informative, educational and enjoyable. The
decorative rooms also distract children from their ills and pain, making their
environment conducive to healing.
The
Hospital’s Logo symbolizes love for children. The round structure stands for
the perpetuity and continuity of life. Inside the circle is a bright golden
flower symbolizing youth's vitality, bright future and happiness. The red heart
is for love and the courage to love forever. The hands holding the children
stand for humanity, embracing youth and lifting it up to a vision of a brighter
future.
The
children’s hospital began with 47 active medical staff composed of recognized
pediatricians and pediatric surgeons who pioneered the four clinical services
initially offered, to wit: Ambulatory, In-Patient Care, Surgery, and Critical
Care. At about the same time, the Department of Laboratories and the Physical
Rehabilitation Unit were also established and became fully operational.
From
1983 to 1985, it expanded to include activities in patient care services,
Residency and Fellowship training, and in continuing medical education.
Improvement in physical infrastructure and the creation of more service
components became the focus toward the late 1980s. Pediatric subspecialties
such as Neonatology, Pulmonology, Nephrology, Cardiology, Hematology, and
Allergology under the Department of Pediatric Medicine, as well as Anesthesia
under the Department of Pediatric Surgery were subsequently established.
During the Cory Regime, in line with Cory Aquino’s objective to obliterate and purge all of the Marcos government’s infrastructure achievements, Memoradum Order No. 4 was issued on November 12, 1986, to rename the hospital to Philippine Children’s Medical Center. But great achievements are like the concrete it is built upon; it is solid and cannot be easily purged. The resident children and those that have been cared for in Lungsod ng Kabataan are now adults in their mid-40s to early 50s. They and their parents before them knew this is a Marcos legacy!

scientific survey and will not constitute votes.” Ako, ginu-Google ko rin si
Leni. Opo, ginu-Google ko kung may bago na naman siyang kapalpakang ginawa!
THE FINAL SURVEYS SAY!
TEN
DAYS BEFORE THE MAY 9 ELECTION, the major survey groups' results barely move
strategically. Most importantly, the surveys also showed that nearly 100% of
the respondents will no longer change their choice.
Do
you know what that means? BBM WILL BE NEXT PRESIDENT OF THE PHILIPPINES! FOR
THE FIRST TIME IN HISTORY, WE WILL HAVE AN “ABSOLUTE MAJORITY” PRESIDENT!
Expect
a landslide victory with a margin of over 17 million votes!
Next,
my own exit poll based on the statistics gathered by the different survey
groups. I’ll try to make it by region and make it as mathematically and statistically
accurate as possible. Let’s see if I can predict the outcome of this election
to the nearest thousandth vote.
